Based on my experience growing up in the Philippines and then I was trained as homebirth student midwife in the USA, I believe that
the Philippines will not have a big market for non-invasive prenatal tests (NIPT, molecular) as new and younger mothers are careful to not take drugs or alcohol in the first trimester so that the prevalence of down syndrome is negligible when compared to that of the USA.
Having no need for invasive amniocentesis, an NIPT is a much safer way of assessing if the mother would have a down syndrome baby.
