Conor James Lamb –  Pennsylvania’s 18th congressional district

Conor James Lamb (born June 27, 1984) is an American attorney, former United States Marine, and the Democratic candidate for Congress in Pennsylvania’s 18th congressional district. Lamb was a federal prosecutor in the U.S. Attorney’s office in Pittsburgh, where he worked to combat the opioid epidemic by leading prosecutions of cases involving opioid-related deaths, violent crimes, and gun trafficking.[1] He is the Democratic nominee for Pennsylvania’s 18th congressional district special election, 2018.[2][3][4][5] Occurring outside of normal election schedules, the special election is attracting national attention.[6][7][8]

Early life, family, and education

Lamb was born in Washington, D.C. on June 27, 1984 to Thomas F. Lamb, Jr. and Katie Lamb. He grew up in Mt. Lebanon Township, Allegheny County, Pennsylvania. The Lamb family has been active in Pittsburgh-area politics for many years. Conor’s grandfather, Thomas F. Lamb, served as the Democratic Majority Leader in the Pennsylvania State Senate from 1970–1974, and later served as Secretary of Legislative Affairs under Governor Robert P. Casey.[9] Conor’s uncle, Michael Lamb, is the current Controller of the City of Pittsburgh, and was previously the Prothonotary of Allegheny County, Pennsylvania.

Lamb attended St. Bernard School in Mt. Lebanon, and graduated from Central Catholic High School (Pittsburgh) in 2002 and self-identifies as Catholic.[10] He graduated from the University of Pennsylvania in 2006 with a degree in Political Science, and earned a law degree from the University of Pennsylvania Law School in 2009.

Military service

After law school, Lamb completed Officer Candidates School (United States Marine Corps) and was commissioned as an officer in the United States Marine Corps. He was stationed at the Marine base on Okinawa Island, where he prosecuted cases of rape and sexual assault. Lamb completed his active duty service in 2013 and joined the Marine Corps Reserves. In a high-profile case in 2017, he prosecuted and convicted a Marine officer who had lied under oath and to The Washington Postabout a sexual misconduct case.[11]

Assistant U.S. Attorney

From 2013–2014, Lamb completed a one-year clerkship with Joseph Frank Bianco, a federal judge in the United States District Court for the Eastern District of New York. Following that, in October 2014, Lamb was appointed an Assistant U.S. Attorney in the United States Department of Justice‘s Pittsburgh office, serving under then-U. S. Attorney for the Western District of Pennsylvania David J. Hickton. Lamb has been heavily involved in efforts to combat the opioid epidemic in Western Pennsylvania, and has led aggressive prosecutions involving opioid-related deaths, other violent crimes and drug and gun trafficking.

Notable cases

“Uptown Crew” gang prosecution

In 2015, Lamb won convictions against three men who were among 34 members of a heroin gang indicted in 2013 after a wiretap investigation by the FBI, the ATF, the state attorney general’s office and local police. Thomas Hopes, described as the “CEO” of the violent heroin-distribution operation, was sentenced to 24 years in federal prison, and brothers Keith and Gregory Harris were sentenced to 20 years and 121 months in prison, respectively.[12][13] Lamb also helped win convictions against two New Jersey-based men, Aldwin Vega and Santino Drew, who were identified as two of the biggest suppliers of heroin to the Pittsburgh area. Vega was convicted at trial in September 2017 for trafficking a kilogram or more of heroin, and has not yet been sentenced. Drew was found guilty of conspiracy to distribute heroin and possession with the intent to distribute heroin, and was sentenced to 20 years in federal prison.[14][15]

Pittsburgh-to-New York gun-running prosecution

In 2016, Lamb won convictions against two Pittsburgh residents, Brandon Goode and Mychael Scott, who acted as “straw buyers,” purchasing firearms for a gun trafficker to help funnel hundreds of illegal weapons into New York City. Goode and Scott were sentenced to 65 and 60 months in prison, respectively.[16] Lamb also secured a conviction against the main gun trafficker, Michael Bassier, who was sentenced to 10 years in federal prison.[17]

Andre Saunders

In 2016, Lamb secured a conviction against Andre Saunders, a drug dealer from Fayette County, Pennsylvania who imported hundreds of kilograms of cocaine and heroin from the West Coast into the Uniontown area and West Virginia and supplied heroin and cocaine to multiple dealers in the Uniontown area. Saunders was convicted of conspiracy to distribute heroin and cocaine and sentenced to 10 years in prison, and was ordered to forfeit his BMW, five luxury watches and a necklace, $325,120 in cash, his Uniontown home, the proceeds of the sale of a second Uniontown home, a 9 mm pistol, and a money judgment of $100,000.[18]

Dorian Cottrell

In 2016, Lamb won a conviction against Dorian Cottrell, a heroin dealer who shot a man during a drug transaction at the Cambridge Square apartments in Monroeville, PA. Cottrell was sentenced to 15 years in federal prison and was ordered to forfeit his BMW, $27,000 in cash and 10 firearms.[19]

2018 congressional campaign

On October 5, 2017, the Pittsburgh Post-Gazette reported that Lamb is considering running for Congress in Pennsylvania’s 18th congressional district, a seat left open when Rep. Timothy F. Murphy was suddenly forced to resign amid revelations that he had an extramarital affair and urged his mistress to terminate an unexpected pregnancy, despite his long record as a vocal opponent of abortion.[20]

Sofosbuvir, sold under the brand name Sovaldi among others, is a medication used for the treatment of hepatitis C.[1] It is only recommended with some combination of ribavirinpeginterferon-alfasimeprevirledipasvirdaclatasvir, or velpatasvir.[3][4] Cure rates are 30 to 97% depending on the type of hepatitis C virus involved.[5] Safety during pregnancy is unclear; while, some of the medications used in combination may result in harm to the baby.[5] It is taken by mouth.[1]

Common side effects include feeling tired, headache, nausea, and trouble sleeping.[1] Side effects are generally more common in interferon-containing regimens.[6]:7 Sofosbuvir may reactivate hepatitis B in those who have been previously infected.[7] In combination with ledipasvir, daclatasvir or simeprevir it is not recommended with amiodarone due to the risk of an abnormally slow heartbeat.[6] Sofosbuvir is in the nucleotide analog family of medication and works by blocking the hepatitis C NS5B protein.[8]

Sofosbuvir was discovered in 2007 and approved for medical use in the United States in 2013.[3][9] It is on the World Health Organization’s List of Essential Medicines, the most effective and safe medicines needed in a health system.[10] As of 2016 a 12-week course of treatment costs about US$84,000 in the United States, US$53,000 in the United Kingdom, US$45,000 in Canada, and US$483 in India.[11] Over 60,000 people were treated with sofosbuvir in its first 30 weeks being sold in the United States.[1

SUBJECT: COLLEAGUES’ MEMO REGARDING ZONING UPDATES TO
ENCOURAGE DIVERSE HOUSING NEAR JOBS, TRANSIT, AND SERVICES
Objectives:
Palo Alto and the Bay Area region are experiencing a housing crisis, years in the making, which causes significant economic, social, and environmental harm. While Palo Alto may never be a truly affordable place to live, the City Council has an obligation to current and future residents to explore policies that expand housing choices for people of different incomes, generations, and needs.

This memo intends to begin the process to:
1. Update and improve the zoning code and other regulations to facilitate a greater variety and quantity of both below market rate (BMR) and moderately-sized market-rate housing; and
2. Increase housing density near jobs, transit, and services; and
3. Streamline the approval process for new housing projects.
Recommendation:
We recommend our colleagues refer this memo to staff to return to Council with a Work Plan outlining the process and resources to study and implement the proposals listed in the Discussion section (and other relevant recommendations to support the Objectives). Following Council approval of the Work Plan, proposals should be reviewed by the Planning & Transportation Commission (PTC) and ultimately by Council for adoption. Some proposals will require less work than others, and so may be considered in advance of others.

  • Discussion:
    There are many policy tools to promote additional moderately-sized and reasonably-priced homes, especially near job centers, transit, and services. The following suggestions should be considered by the PTC and staff as a starting point. Any changes should be appropriately applied in different areas of our community with sensitivity to location and current land use patterns. For example, CD, CN, CS, CC1, CC2 zones in Downtown should be treated differently than an RM zone in a predominantly residential neighborhood.
    ● Housing Floor Area Ratio (FAR):
  •  Increase housing FAR where appropriate.
  •  Allow non-retail commercial FAR to convert to residential FAR.
    ● Affordable Housing:
  •  Explore increasing affordable housing (Below Market Rate – BMR) percentage
    requirements in market-rate developments up to 20%, based on economic
    analysis.
  •  Explore implementing inclusionary BMR program for rental units.
  •  Height and density for BMR projects: Allow additional height (not exceeding the
    city-wide height limit) or FAR for projects that contain substantially more BMR
    units than required.
    ● Units/Acre:
  •  Explore eliminating housing unit limits where/when possible, and use FAR in
    place of units/acre.
  •  Explore housing unit minimums rather than unit maximums (e.g. require building
    at least 80% of the units allowed under applicable zoning or land use designation).
  •  Implement a no net-loss policy when housing is redeveloped and preserve
    existing non-conforming cottage clusters.
    ● Parking:
  •  Allow residential projects to consolidate parking and TDM efforts with other
    projects or the Palo Alto TMA.
  •  Explore bringing underutilized parking spaces into a public market.
  •  Car-light housing: Explore car-light housing with reduced or eliminated off-street
    parking requirements. (e.g. TransForm’s GreenTRIP Certification)
  •  Transportation Demand Management (TDM): explore reducing residential
    parking requirements for projects which provide effective TDM measures.
    ● Retail/Residential Mixed-Use Projects: Encourage mixed-use zoning with ground-floor retail, community, or non-profit space; and one or more floors of housing; but no commercial office uses.
    ● Transit-Oriented Development: Expand and augment the Pedestrian Transit-Oriented Development (PTOD) zone.
    ● And other compatible housing-related implementation programs from the
    Comprehensive Plan update.

Here are the facts, according to USA Today and Citizens for Responsibility and Ethics in Washington: During his first year in office, Trump and White House staff promoted the Trump brand on at least 35 different occasions. At least eleven foreign governments paid Trump-owned companies and at least six foreign government officials visited Trump Organization properties. Political groups spent more than $1.2 million at Trump properties (compared to less than $100,000 in any previous year). And Trump sold $35 million in real estate in 2017, mostly to secretive buyers.

Not only is Trump continuing to profit from his companies — it’s almost certain that he’s using his position to further enrich himself and his family.

Our Constitution includes not one but two Emoluments Clauses that specifically prohibit the U.S. president from taking money or gifts, other than his salary, from either foreign countries or the U.S. government and state governments. By taking office without divesting from his business holdings — and by profiting from the presidency — Trump is effectively spitting on the Constitution. In fact, last year his company even said that it wouldn’t be “practical” to comply with the Emoluments Clauses!

Global health security’s ticking clock, ‘Global gag rule’ at 6 months

The U.S. global health security agenda is running out of options, Abraaj pushes back against allegations of misused health funds, and the U.S. State Department assesses the first months of anti-abortion policy.

The U.S. State Department released its first review of implementation and challenges associated with the expansion of the Mexico City Policy early last year. The so-called “Protecting Life in Global Health Assistance” policy requires any organization receiving U.S. global health funding — as a prime or subcontractor — to agree not to perform, or provide any information about abortion as a method of family planning. While previous Republican administrations have attached this policy to U.S. family planning funds, the Trump administration expanded it to the much larger pool of U.S. global health funding.

This first review reported that, “it is too early to assess the full range of benefits and challenges of the PLGHA policy for global health assistance,” but sought to address some of the concerns groups have raised about the policy so far.

The review included a number of “action” items the State Department intends to take as increasing numbers of organizations fall under the new policy’s purview. Most of these involve clarifying some aspect of the policy — for example, that “immediate termination” is the “presumptive sanction for egregious or recurrent violations of the PLGHA policy,” but that the U.S. government has discretion to demand corrective action instead.

The review argues that relatively few prime and subcontractors declined to comply with the PLGHA policy.

The Planned Parenthood Federation of America described this finding — and the review in general — as “misleading,” pointing out that two of the prime contractors who refused to comply are the International Planned Parenthood Federation and Marie Stopes International, which are both major health service providers.

“USAID is working to transition the activities of those organizations that have not agreed to the PLGHA standard provision to other partners, while minimizing disruption of services,” the review states.

British Conservative MP Jacob Rees-Mogg delivered a petition to Downing Street on Thursday, calling on the government to scrap its commitment of spending 0.7 percent of GNI on aid. Rees-Mogg delivered the petition on behalf of the tabloid Daily Express newspaper, which has been leading a campaign against what it describes as Britain’s “foreign aid madness,” arguing the money could be better spent at home.

The newspaper claimed the petition had gathered more than 100,000 signatures — a number high enough to guarantee the issue a debate in parliament if it had been submitted through the government’s formal e-petition channel, although most of the petition’s signatures were not. Currently a backbench MP, many observers see Rees-Mogg as a potential future contender for the Conservative Party leadership, and his views are often considered representative of the pro-Brexit right of the party, where aid skepticism is increasingly rife. However, the 0.7 percent commitment has been embedded in U.K. law since 2015, and Secretary of State for International Development Penny Mordaunt recently confirmed it will remain in place.

The Centers for Disease Control and Prevention is planning to cut back activities associated with the “global health security agenda,” a network of technical assistance efforts launched after the Ebola virus outbreak aimed at preparing countries around the world to better detect and respond to emerging pandemics.

The roughly $500 million originally allocated for this effort only runs through fiscal year 2019, and in anticipation that it may not be replenished — or funded through the CDC’s core budget — the U.S. health agency is already planning to wind down many of its country activities, the Wall Street Journal reported. Without additional funding, the CDC will focus its global health security efforts in 10 priority countries — India, Thailand, Vietnam, Kenya, Uganda, Liberia, Nigeria, Senegal, Jordan and Guatemala, according to an email obtained by the journal. Former CDC director Tom Frieden, who now leads Resolve to Save Lives, criticized the failure to fund the effort. “Not only would this set back scientific, technical, and diplomatic relationships that have taken years to develop, it would significantly increase the chance an epidemic will spread without our knowledge and endanger lives in our country and around the world,” he wrote to Devex.
